National Tennis Center &
National Hockey Stadium

Located in the south zone of the Olympic Sports Center in the middle area of the Olympic Green, the two venues are expected to take up a plot area of about 42.4 hectares, including 10 hectares for the Tennis Center and 12 hectares for the Hockey Stadium, plus support facilities. The venues will continue to host tennis and hockey games after the Olympic Games, when they will be converted into a multifunctional sports and cultural area.

The international competition for the architectural design was launched on February 18, 2004, with applications for prequalification due on March 1. The results have not yet been announced on the official Beijing Olympics Web site, but the Web site of a Danish design firm, COWI, announced on March 17 that COWI and another Danish firm, AA Arkitekter, were among eight teams prequalified from more than 30 applicants to submit tenders on the design of the stadiums.

Tendering for ownership contracts for the venues was launched in the form of prequalification documents issued in April and May. Bids by prequalified entities were due by August 16.

COWI Market Director Peter Terman Petersen said that in addition to relevant experience, the company's prequalification could be attributable to Chinese satisfaction with the good communication with COWI's Chinese-speaking staff. The competition organizers were also reportedly impressed by the efficiency of the Danish team, which had only four days to meet the deadline for submitting the required prequalification material in both English and Chinese.

National Swimming Center

The ground was broken for the construction of the National Stadium and the National Swimming Center on December 24, 2003.

Unlike other venues for the Beijing Olympics, the National Swimming Center is being funded by donations from Hong Kong, Macao and Taiwan and other overseas Chinese communities. Hong Kong's Timothy Fok represented donors at the groundbreaking ceremony. According to the report on the official Beijing Olympics Web site, individual donations for the Games have not been encouraged, but an exception was made for the National Swimming Center when "compatriots from Hong Kong, Macao, Taiwan and overseas Chinese had expressed their strong desire and will to make contributions to the Beijing 2008 Olympic Games." The report said a special committee had been set up to manage the $70 million in donations received from Chinese in 20 countries and regions.

The acceptance of donations for the $71 million project could be related to the failure to attract three prequalified bids in the tender for the operator's contract (see CRF #2, 2003). Operation has been assigned to China State Construction Engineering Corp.

Australia's PTW Architects and Ove Arup Pty Ltd. were awarded the design contract for the National Swimming Center last July (see CRF #3, 2003).

The power plant is expected to cost around $82 million, of which $45 million will be covered by loans provided by the government of Spain. The plant is to be completed and operational in time for the Olympics.
Vinci/Bouygues/Stade de France   The technical assistance contract for construction of the National Stadium is worth 6.5 million euros. Six engineers will be sent to China to work on the contract. One of the key factors for success on this project was the Stade de France, which was designed, built and operated by a consortium that included Vinci.
