"It was the Chinese government and authorities who made promises pre-2001, and they made promises to the IOC, to the international community, and to its own people that it would be a Green Olympics, a high-tech Olympics, a free and open Olympics, and a People's Olympics. And they meant that it should improve Democracy and Human Rights, and not only for the 15.8 million people in Beijing, but for all of the billion people in China."
